Rural Universities Seek Seat

MARQUETTE, Mich. — Leaders at four rural public universities say Michigan’s free two-year tuition promise leaves out the very students who already rely on those campuses as their local community college.

Northern Michigan University sits alongside Michigan Tech, Ferris State and Lake Superior State in places where a traditional community-college campus is distant or out of district for many residents. Those schools have granted associate degrees for decades, yet their students do not receive the Community College Guarantee that covers in-district community-college tuition.

Gov. Gretchen Whitmer’s program began in fall 2024. It pays tuition for community-college students who live inside that college’s service area. Upper Peninsula and northern Michigan residents often cannot claim full coverage at Bay College, Gogebic or other two-year schools without moving or making long drives.

NMU President Chris Olsen frames the ask around students in Marquette County and Alger County who already treat Northern as their neighborhood two-year option. Regional coverage of the lobbying push notes that the four universities together conferred about 5 percent of Michigan associate degrees in 2024 — more than 1,000 credentials — with 245 coming from NMU.

Price is the hard part. Four-year sticker rates per credit usually dwarf community-college charges, so folding those campuses into the Guarantee could cost the state millions unless schools discount associate pricing. Olsen says NMU is willing to talk tuition flexibility and notes the program is only in year three, leaving room for lawmakers to adjust after this week’s election.

No expansion bill has passed yet. University presidents say they will keep working the Legislature so rural students get the same free associate path available in denser counties.
