Landlord Once Sued by City Seeks Tax Breaks in Lansing

LANSING, Mich. — A property company that Lansing took to court two years ago over unsafe apartments now wants the city to cut its tax bill on four complexes so it can keep renovating them.

Simtob Management is seeking payment-in-lieu-of-taxes agreements for buildings holding 440 units. The company says it has put $9 million into repairs so far and plans about $11 million more across the coming five years, covering sewer lines, windows, siding and heating and cooling systems.

Sites in the package include Baltic Flatz at 911-1003 W. Cavanaugh Road, Carolina Flatz on Risdale Avenue and Pleasant Grove Road, and Pacific Flatz at 1317-1421 E. Kalamazoo Street. Each deal would amend Chapter 887 of the city code to treat the property as workforce housing.

The city sued the company in 2023 after 29 units were red-tagged as unfit to live in. The company says every property was back in compliance by November 2024.

Mayor Andy Schor and the city economic development and planning department back the request. Under the terms, the agreements would run 15 years and the company would file yearly financial reports; if the promised work falls short, full taxes return.

Council Member Jeremy Garza leads the development and planning committee, which had the ordinances on its Monday agenda. The full council has not voted.
