EAST LANSING, Mich. — Michigan State University President Kevin Guskiewicz says an outside consultant will look at how the East Lansing school reports misconduct by its medical staff, after it took MSU 17 months to tell state regulators that a resident physician had been pulled from patient care over sexual assault allegations.

Guskiewicz announced the review on Friday, Oct. 30, speaking to reporters after the Board of Trustees met. He described MSU health care as a sprawling operation that includes two medical colleges, nursing and physician assistant programs, Olin Health Center and a set of sports medicine and recreation clinics, and said the goal is to find any gaps in that system. Dr. Mark Smith, chief medical officer for MSU Health Care, will coordinate the work with college leaders. The scope is still being set.

A patient contacted the university police department in April 2025 after an appointment with then-resident Arpit Saxena, and MSU took him off patient care four days later. He was dismissed in October 2025, and a Title IX investigation finished in April 2026 found he broke university sexual misconduct policy. The Michigan Department of Licensing and Regulatory Affairs did not get word from MSU until Sept. 9, 2026. Saxena, 39, now faces criminal sexual conduct charges.

State law gives health facilities 30 days to report discipline that changes a doctor’s job status or clinical privileges, though a LARA spokesperson said the law sets no penalty for missing that window. Attorneys for one of the women said the public is owed an explanation for the delay. A university spokesperson said MSU is ready to work with the department.
