LANSING, Mich. — City voters in Lansing will see two local proposals on the Nov. 3 ballot: one that would bring the essential services millage back to its full charter rate, and a charter change that would set up a citizens’ board on health care.

The millage question asks voters to lift the levy from 19.2214 mills, where state constitutional rollbacks have pushed it, back up to the 20 mills the city charter allows. The difference is 0.7786 mills. The money is meant for police and fire protection along with upkeep of local streets and sidewalks.

If approved, the higher rate would apply for five years, from Jan. 1, 2027, through the end of 2031, and would bring in an estimated $2,585,101 in its first year. A simple majority is needed to pass it.

The request closely mirrors a restoration voters backed by a 2-1 margin in 2021.

The second proposal would amend the charter to create a Citizens’ Advisory Healthcare Action Board. That board would draft a Lansing health care action plan and recommend ways to deal with high costs and gaps in access to care.
